Perspective Of Haiti Reconstruction On Grassroots Level

Almost two years past the onslaught of the dreadful earthquake, Haiti reconstruction is still fragmented and slow paced. Demands for a more cohesive rebuilding plan abound not only within but also outside of Haiti. People asks, to rebound, what other platforms are needed to be put into place?

On the tangible perspective of restoration development, people say it is not sufficient to simply reconstruct basic infrastructure, rebuild new homes, or dole out emergency supplies when disasters hit, as this will promote dependency. Likewise important is to instigate recovery plans and programs aimed to empower the people, especially those on rural areas, such that they are able to fend for themselves in a more sustainable way.

External aid continues to come from the international and business communities. But charity funds have their own lifespan and Haiti reconstruction is nowhere near the finish line and will surely outlive these mercy funds, especially when calamities recur just like the cholera epidemic that hit Haiti last June 2011. The present leadership must have already put in place mechanisms to prepare for this eventuality, whether these are working effectively or not is open to interpretation. Setting aside macro politic and economic pressures, there are plenty of things Haiti needs to address internally in order to continue its path to recovery.

Environment concern is of importance as its geographic position is prone to torrential rains and hurricanes, making it easily exposed to disasters that go with these nature onslaughts. Observations say that deforestation scale in Haiti is extremely severe causing substantial erosion on rainy seasons where good top soil are washed away at sea. During dry season, the land turns arid destroying crops that translate to food shortages for the majority.

One reforestation solution being implemented to address the erosion situation is the nationwide planting of a grass called Vetiver. This program is spearheaded by international NGOs, agricultural engineers, scientists in collaboration with local leadership and appropriate agencies. It appears to be cohesive plan that is now making a good headway.

At the outset, the program is geared not only to help solve the environment and erosion problems. It was also envisioned to provide a Work For Food livelihood program for the rural people as food crops can be grown in between Vetiver rows. In the long run, the promoters hope it will instill to the people a sense of ownership for the program and take pride of being able to contribute to Haiti reconstruction.
