She vigorously campaigned for Dianne Feinstein during the 1992 and 1994 parliamentary elections. The support offered by Ellen bore fruits since Dianne went ahead to win this election.

As a Democrat, she received stiff competition from Bill Baker, a rival Republican contestant. The rivalry not withstanding, she won these elections by a narrow margin.

During the nationwide restructuring of districts by the state, her career was boosted through the axing of rival areas from her district. As fate would have it, her republican rivals were separated from her by district boundaries hence reducing the chances of opposition. The effects of this partitioning were evident when she won elections four times with limited opposition. Ever since these geographical changes were effected, her electoral support never fell below sixty five percent.
She served as the Under Secretary of State for Arms Control and International Security. Twelve months later, she was promoted to the post of United States Senate by a general majority.
